The City is currently undertaking a study to expand six-unit permissions city-wide, but that policy has not yet been adopted. As of November 20, 2024, Ontario Regulation 462/24 came into force, which has additional zoning impacts for duplexes and triplexes. The City's Multiplex Monitoring Team is currently reviewing the effects of this regulation.

These permissions are as-of-right within the applicable zoning framework, meaning a rezoning application or Committee of Adjustment hearing is generally not required solely to add units where zoning standards are met. That said, your property still needs to meet all applicable zoning standards, and a building permit is required before any work begins.

A multiplex conversion in Toronto requires a building permit from the City of Toronto before any structural or major renovation work begins. Depending on the scope of your conversion, additional permits and compliance requirements may include:

• Plumbing and mechanical work - Work involving new or relocated plumbing and HVAC systems is typically captured under Toronto's building permit process. Confirm the current scope with the City or your contractor before starting.

• Fire separation compliance - Each unit must meet Ontario Building Code fire separation requirements between dwelling units.
